Google Ads AI is the set of machine learning features that now run much of a campaign: Smart Bidding sets every bid in real time, AI Max and broad match widen your reach, and Performance Max places ads across Google. A law firm lets the AI bid and target, but keeps control of the message and ethics compliance.
That balance matters in an industry where clicks rank among the most expensive on the market. Below: how to switch on Target CPA and Performance Max without losing control of your ads, the guardrails the ABA Model Rules and state privacy laws set for tracking, and where to start.
The starting point is financial. Attorneys and legal services pay an average of $9.87 per click and $131.63 per lead, the highest of any industry in LocaliQ's 2026 benchmarks. Our guide to Google Ads cost for lawyers breaks these numbers down by practice area. In personal injury, a click can cost $200 or more, so every bid counts.
When a click costs that much, manual bidding becomes a handicap. No one can reassess a bid thousands of times a day by device, hour, search, and searcher history. Google's AI does it in real time, the logic we develop in our complete guide to Google Ads for law firms.
Smart Bidding groups Google's automated bid strategies: Target CPA (target cost per acquisition), Maximize conversions, and Target ROAS (return on ad spend). For a law firm, Target CPA speaks most clearly: you set a target cost per consultation, for example $300 for a first appointment, and the algorithm puts the budget on the auctions most likely to convert at that cost.
| Strategy | What it does | When to use it |
|---|---|---|
| Target CPA | Aims for a set cost per consultation | Firms with a clear conversion (form, call) |
| Maximize conversions | Brings in as many contacts as possible | Launch, little conversion history |
| Target ROAS | Optimizes for the value generated | Firms that measure the value of each case |
An ethics point: Smart Bidding sets bids, not the message, and never targets a named person, so it stays clear of the core advertising and solicitation rules. Vigilance belongs to conversion tracking, covered below, and to the ad copy, which must comply with ABA Model Rules 7.1 to 7.3 as your state adopted them. See our guide to lawyer advertising rules.
Performance Max runs on Google's entire inventory (Search, Display, YouTube, Gmail, and Maps) from your goals and creative assets, with no keyword list. In early 2026, it accounted for 45% of all Google Ads conversions. Its known drawback, the black box, is fading: recent updates added search terms reports, channel breakdowns, and performance ratings for each asset.
Because the AI picks where each visitor lands, your law firm website structure becomes critical. Start with Search campaigns, and add Performance Max once you know what converts.
AI Max is an optimization layer you switch on inside an existing Search campaign. It bundles features Google adds on top of Search: keyword match expansion, URL expansion, and text customization, which widen your reach and generate creative variations. AI Max left beta in 2026 and is available to advertisers worldwide.
Google also set two dates: campaigns using automatically created assets and campaign-level broad match switch to AI Max automatically starting in September 2026, and the Dynamic Search Ads migration was pushed back to February 2027. If your account uses either, review its settings.
First, URL expansion: make sure your practice area landing pages, such as car accidents, divorce, or criminal defense, are clean, because the AI will send searchers there. Second, ad content: keep control through the tools available, such as negative keywords, brand exclusions, and text guidelines, so that nothing noncompliant goes live.
On Meta (Facebook and Instagram), Advantage+ builds audiences from signals and your CRM data instead of a fixed list. You can feed lookalike audiences from your client data and retarget visitors by the page they viewed, which helps you ride the seasonal peaks of your practice areas.
Before you upload any client list, remember that Rule 1.6 protects all information relating to the representation. When in doubt, build audiences from site visitors instead.
Here, ethics are central. Under ABA Model Rule 7.3, a sponsored post aimed at the public is advertising. Solicitation targets a specific person known to need legal services in a particular matter: written solicitation is generally allowed, live solicitation for a fee is banned, and some states, such as Florida, add waiting periods. Our guide to lawyer solicitation rules draws the line.
Never run a message aimed at a named person. Your ads must also stay truthful and not misleading under Rule 7.1.
Google's AI already writes part of your ads. Responsive search ads take up to 15 headlines and 4 descriptions, then test combinations and keep the best performers. With automatically created assets on, Google adds text it generates itself. Write every headline yourself, and pin one only if your state requires specific wording to appear every time.
Tools such as AdCreative.ai, Canva, or generative assistants speed up the production of copy and visual variations. The rule is unambiguous: under ABA Formal Opinion 512, the lawyer stays responsible for every output, and Rules 7.1 and 7.2 apply to an AI-written ad like any other. No AI-generated ad goes live without your review.
An example of a framed prompt: "Write 5 Google Ads headlines for an employment law firm in Denver. Professional, restrained tone, offer a first consultation, 30 characters maximum each, no promise of results, no superlatives, compliant with ABA Model Rule 7.1." For more on generative assistants, see our guide to ChatGPT for lawyers.
Without clean data, the AI optimizes blind. Enhanced conversions pass hashed customer data to improve attribution, and offline conversion imports from your CRM let bidding optimize toward real consultations and signed cases, not just form fills. Our guide to law firm lead generation details the setup.
This is also where compliance is decided: Rule 1.6 protects all information relating to the representation, and state laws such as the CCPA in California govern the personal data your site collects. Three rules:
Proof that it pays: $19,800 in fees over 90 days in our employment law Google Ads case study.
You are not working in a vacuum. ABA Formal Opinion 512, issued on July 29, 2024, is the ABA's first formal ethics opinion on generative AI. It allows AI as long as you meet your existing duties, including competence, confidentiality, supervision, and reasonable fees. The California, Florida, New York, and Texas bars have added their own guidance.
Opinion 512 also reaches the engagement letter: before you enter client information into a self-learning tool, you need the client's informed consent, and a boilerplate clause is not enough. The thread running through it is the lawyer's human judgment. Our guide to AI for lawyers covers the opinion in five points.
The same logic applies to your campaigns: the AI proposes, you decide. Let it set bids, test headline combinations, and find new searches. Keep in your hands the ad copy, the landing pages, the negative keywords, the definition of a conversion, and anything that touches client data.
AI needs volume to learn. A common-sense benchmark: aim for about 30 conversions per month per campaign so that Smart Bidding can exit its learning phase. Below that, concentrate the budget rather than spreading it across campaigns.
That threshold has a price. At the legal average conversion rate of 5.55%, 30 conversions take about 540 clicks a month, roughly $5,300 at the average $9.87 click, and far more in personal injury. Most firms start with $2,000 to $4,000 a month. Below the threshold, run one practice area on Maximize conversions, or start with Local Services Ads, which charge per lead (see our Google Ads guide for law firms).
Here is the rollout we recommend at Hendy:

Ad platform AI optimizes bids and targeting far faster than manual management, which matters when a legal click costs this much. It never replaces your judgment: the message, compliance with the ABA Model Rules and your state bar, and client confidentiality stay in your hands. Rolled out step by step, with clean tracking and systematic review, it becomes a real profitability lever.
AI is not an ethics risk: it is a performance lever you keep under control. The real question is no longer whether to use it, but how to deploy it properly in your firm. Talk to us about your firm.
Google Ads AI works at four levels: Smart Bidding sets each bid in real time based on the device, the hour, the search, and the searcher's history; broad match and AI Max widen the searches you reach; responsive search ads test combinations of your headlines; and Performance Max places ads across all of Google. No human manager can reassess every bid at that scale, and on an expensive legal click, every missed adjustment is wasted budget.
